National Recovery Plan – Phase 1- Updates on FAQ for Stratified Development Areas (as at 20.8.2021)

In light of the recent relaxation to the SOPs by the NSC allowing dine-in, outdoor activities and night markets, the FAQs for a strata development is similarly updated (as of 20.8.2021)

1. What are the permissible activities under Phase 1 of the National Recovery Plan for the strata management sector?

Q2. What are the permissible activities under Phase 2 of the National Recovery Plan

Q3. Are installation works of telecommunication system in the strata scheme allowed?

A3. YES. Activities relating to the installation of telecommunication system where it involves electronic transmission of information over distances for phone lines, optic fibre cable, microwave and satellite by the service provider including company appointed by the service provider are allowed.

Q4. Are visitors allowed to enter into a residential strata scheme like condominium / apartment?

A4. NOT ALLOWED unless one has matters or dealings which are allowed set out below:

(a) an occupant who is staying alone or family who requires monitoring or care by the other family members;

(b) an occupant being a patient (not a patient of Covid-19 or any other diseases which require notification by virtue of Section 10 Prevention and Control of Infectious Diseases Act 1988) or weak individual who requires continuous monitoring;

(c) An occupant who requires instant or emergency medical intervention.

(d) cases of death which do not involve Covid-19 or any other diseases requiring notification by virtue of Section 10 Prevention and Control of Infectious Diseases Act 1988; 

(e) providers of basic necessities to the occupant / resident who requires assistance from any individual, family or organisation on a condition that such provisions must be informed and prior approval obtained from the developer or the management; and

(f) all contractos / sub-contractors / vendors / workers / service providers / customers or any companies / bodies / individuals who has dealings with the management or parcel owner are allowed to enter into the strata scheme for matters which are allowed by the developer or management. All of such persons must adhere to the SOP of visitors / service providers / contractors.

Note: for items a,b,c,d above only children / parents / siblings to the occupant or caretaker is allowed to visit, if required.

Q5. Can a management office of a commercial strata building and non strata commercial (operated by the developer or proprietor) of the building operate?

A5. YES. Application is required to be made through the CIMS MITI:

(a) management of a commercial strata building to be applied under the Strata Management Sector (Act 757), Local Government Cluster.

(b) management of a non-strata commercial building to be applied under the commercial property management, Local Government Cluster.

Q6. Can the applicant / company apply to operate in several offices / operation sites in 1 application?

A6. YES. All applications of the company to operate can carry more than 1 operational address. Applicant is allowed to fill in the details in the “Alamat Beroperasi” column.

Q7. Is the approval to operate applicable to management and maintenance / cleaning companies located in Sabah and Sarawak?

A7. YES. Application can be made through CIMS MITI.

Q8. If the application is rejected, can the applicant appeal?

A8. YES. Appeals can be made through CIMS MITI. Applicant is required to check and refer to the reasons of rejection and furnish additional documents to support and justify or explain in the appeal.

Q9. What is the percentage capacity of workers allowed to work on site which was registered and approved through CIMS for a stratified management office?

A9. The capacity percentage of workers in a stratified management office is limited as follows:

A10. The operational and visitation hours for customers visiting the stratified management office is limited to as follows:
